This Customer Support Ruling discusses a change in a publisher’s known office of publication when it remains within the jurisdiction of the same original entry post office.  It also discusses a change in ownership of a Periodicals publication.

Domestic Mail Manual (DMM) 707.9.1.2 states, in part, that an application for reentry on PS Form 3510 is not required if the known office of publication remains within the jurisdiction of that post office.  In addition, a PS Form 3510 is not required when a Periodicals authorization permit has been granted for a publication and the publication is sold.  The permit is transferable to the new owner assuming that the publication continues to be published and issued in full compliance with the regulations of the Postal Service under which Periodicals mailing privileges are authorized.

When a PS Form 3510 is not required, the postmaster of the office of original entry must be notified in writing (i.e. by letter) in each instance.  Notice of the new known office of publication address is needed to provide postmasters with the physical location where the publisher’s circulation records are to be maintained for the purpose of conducting eligibility reviews under DMM 707.8.  Notice of the new owner’s name is needed so that information on PS Form 3526, Statement of Ownership, Management and Circulation, may be verified as required in DMM 707.8.3.2.
