Customer Support Ruling

Atlas – Media Mail
Updated March 2001

PS-236 (473.2.2)

This Customer Support Ruling discusses the eligibility of maps in books at the Media Mail rates of postage.

Domestic Mail Manual (DMM) 473.2.2* provides that books, including books issued to supplement other books, of at least eight printed pages, consisting wholly of reading matter or scholarly bibliography, or reading matter with incidental blank spaces for notations and containing no advertising matter other than incidental announcements of books, may be mailed at the Media  Mail rates of postage.

Maps printed on pages of books are considered for postal purposes to be reading matter.  Thus, a book that is devoted to maps and which has at least eight printed pages and contains no advertising matter, could qualify to be mailed at the Media Mail rates of postage.
