whether a driver's license, motor vehicle registration, and title
are considered “personal information” and mailable only at
First-Class Mail or Express Mail rates.
Domestic Mail
Manual
(DMM) 233.2.3*, prescribes that matter
containing personal
information must be mailed as First-Class Mail (or Express Mail).
Personal information is any information specific to the addressee.
The descriptive
information contained in drivers' licenses, other types of operator
licenses, motor vehicle registrations and automobile titles is
unique, making those items personal information which would subject
them to the First-Class
Mail or Express Mail
rates of postage.
