Pages and Advertising Content of Requester Copies

PS-147 (707.6.4.1)

This Customer Support Ruling discusses the page and advertising standards required for a requester publication.

Domestic Mail Manual (DMM) 707.6.4.1, provides that each issue of a Periodicals requester publication must contain at least 24 pages.

The total number of pages of bona fide parts, sections and supplements should be considered when making determinations as to whether copies of newspapers or other periodical publications authorized under the requester category contain at least 24 pages.

DMM 707.6.4.1 further states that no issue of a Periodicals requester publication may contain more than 75% advertising. 

Copies of issues of Periodical requester publications which contain less than 24 pages or which contain more than 75% advertising matter are subject to the applicable Standard Mail rates, according to weight.
