Customer Support Ruling
Mailer Endorsements
UPDATED March 2001
PS-142 (507.1.5)
This CSR explains what happens when a mailer uses an endorsement for forwarding and return address correction service(s), but then refuses to pay the fee for the service rendered.
When a mailer refuses to pay the fees for address correction notices sent to him or the weighted fees due for returned pieces, the claim should be referred to district finance for collection under the procedures for collecting revenue deficiencies. The mailer should also be advised that no further Periodicals Mail or mail of other classes bearing those endorsements will be accepted until the amount determined to be due to the Postal Service is paid.
