Nonsubscriber Copies – In-County Rates

This Customer Support Ruling
discusses the standards for mailing nonsubscriber copies at the
In-County rates.
Domestic Mail Manual
(DMM) 707.7.9.3, provides that during a calendar year, the total
number of nonsubscriber copies mailed at the In-County rates may not
exceed 10 % of the number of the subscribers' copies of the
publication mailed at the In-County rates.
If a publisher is
entitled under DMM 707.11.3, to mail paid copies of a Periodicals
publication at the In-County rates, but elects to distribute all
paid in-county copies by a means outside of the mails, then the
publisher would not be able to mail nonsubscriber copies at the
In-County rates. In other words, entitlement to mail nonsubscriber
copies at the In-County rates depends upon whether or not paid
copies are mailed at those rates.
