Mailing Coins and Similar Items in Window Envelopes at Automation Letter Rates

This Customer Support Ruling (CSR) describes the preparation of letter-size automation rate mailpieces that contain coins and similar small flat odd-shaped objects when they are prepared in window envelopes.

 

Subject to Domestic Mail Manual (DMMŪ) standards for automation, odd-shaped flat items such as coins and tokens are permitted in automation-compatible letter-size envelopes when the item is firmly affixed to another mailpiece component and wrapped within the contents so that the contour of the envelope is streamlined to minimize the presence of the coin.

 

When coins or tokens are prepared in closed panel window envelopes and are visible through the window, they may be mailed at automation letter rates under the following conditions.  The coin or token must be affixed to one of the components in the mailpiece.  A second wrapping must cover the item. This second covering is in addition to the window panel material and may be made of cellophane or a similar see-through substance.  Also, sufficient additional material, letters, response cards or envelopes, or advertising matter, must be included in the envelope to streamline it for automated processing.  The coin or token cannot be placed in a position that would interfere with reading of the address or barcode.

 

When a coin, token, or similar item is inserted in an envelope and is not affixed to a component within or is prepared in a way that results in the mailpiece not being streamlined, the mailpiece does not qualify for automation letter rates.  It may be mailed, but is subject to the nonmachinable surcharge for First-Class Mail letters or the nonmachinable rates for Standard Mail letters.
