This Customer Support Ruling
discusses whether
"stock certificates" filled out in handwriting or typewriting are
considered handwritten or typewritten matter that is mailable only
at First-Class Mail or Express Mail rates.
As stated in
Domestic Mail Manual (DMM) 233.2.4*, matter wholly or partially
in writing or typewriting, except authorized additions to
Periodicals, Standard Mail, or Package Services including Library
Mail and Media Mail, as permitted, may only be mailed as First-Class
Mail or as Express Mail.
In view of the above
regulation, stock certificates which are filled out in handwriting
or typewriting, are acceptable in the mails only at the First-Class
rates of postage or as Express Mail. The fact that the stock
certificates have been canceled and are no longer negotiable, has no
bearing on this determination.
