This Customer Support Ruling discusses the rate of postage charged for page headings.

Headings which are printed on pages of copies of Periodicals newspapers and other types of periodical publications in connection with classified or other types of advertisements are regarded as matter devoted to advertising and are chargeable with postage at the zone rates that are applicable to the advertising portion.
