Nonsubscriber Copies – In-County Rates

This CSR discusses the standards for mailing nonsubscriber copies at In-County prices.

Domestic Mail Manual (DMM) 207.7.9.3, provides that during a calendar year, the total number of nonsubscriber copies mailed at In-County prices may not exceed 10 % of the number of the subscribers' copies of the publication mailed at In-County prices.

If a publisher is entitled under DMM 207.11.3, to mail paid copies of a Periodicals publication at In-County prices, but elects to distribute all paid in-county copies by a means outside of the mails, then the publisher would not be able to mail nonsubscriber copies at In-County prices. In other words, entitlement to mail nonsubscriber copies at In-County prices depends upon whether or not paid copies are mailed at those prices.
