SUMMARY: The Postal Service adopts new mailing standards for International Priority Airmail (IPA®) service and International Surface Air Lift (ISAL®) service. These changes reflect the shape-based standards published in the Federal Register on February 20, 2008. Prices for IPA and ISAL will continue to be calculated by piece and pound. New prices will be adopted, but the pricing structure will not change. The Postal Service is also adopting new country price groups for First-Class Mail International M-Bag, Direct Sacks to One Addressee, service. These changes reflect the nine country price groups for First-Class Mail International published in the Federal Register on February 20, 2008. EFFECTIVE DATE: 12:01 a.m. on May 12, 2008. SUPPLEMENTARY INFORMATION: The Postal Service’s classification changes and new pricing for M-Bags, IPA, and ISAL will enhance efficiency and align the products with each other. IPA and ISAL will have the same shape-based requirements as First-Class Mail International. First-Class Mail International and M-Bags will have the same country price groups. The Postal Service adopts the following changes to Mailing Standards of the United States Postal Service, International Mail Manual (IMM®), which is incorporated by reference in the Code of Federal Regulations.
