Request to Change Periodicals Nominal Rate Definition

Yesterday we filed a request with the Postal Rate Commission to change the definition of a “nominal rate” subscription for Periodicals mail eligibility. Under the new definition, half of a publication's subscribers must pay at least 30 percent of the basic annual subscription price, rather than the current 50 percent.

The proposed change does not impact any rate, fee, or other eligibility requirements.
