The Postal Service has
issued two revised Customer Support Rulings (CSRs), PS-31
and
PS-91, in a series of new or revised CSRs that are intended to provide
clarification concerning matter that may be eligible as Standard Mail or is
required to be mailed as First-Class Mail.
