Postal Service has issued two new Customer Support Rulings, PS-319 and PS-320; and a revised Customer Support Ruling, PS-026, which will provide clarification concerning “checks” and whether such instruments constitute “personal information” for the purpose of determining whether matter may be mailed as Standard Mail or is required to be mailed as First-Class Mail.
