New Federal Register Notices Published

Two final rule Federal Register notices were published by the Federal Register yesterday and today. Both will be available on the Postal Explorer^® website later this afternoon at pe.usps.com.

Folded Self-Mailers and Unenveloped Mailpieces — We provide new standards for folded self-mailers (FSMs) and unenveloped mailpieces that are mailed at automation or machinable prices. Although the effective date of the final rule is January 5, 2013, we encourage mailers to start using the standards at their earliest convenience. Express Mail Domestic Postage Refund Policy and Waiver of Signature — We are modifying the policy for filing claims for domestic Express Mail^® postage refunds from 90 days to 30 days after the mailing date, and changing the Express Mail “waiver of signature” standard for domestic items by obtaining an addressee’s signature only when the mailer selects the “signature required” option on the Express Mail label.
