Unpaid and Shortpaid IBI Postage Meter and PC Postage Products
On November 18, 2009 the
Federal Register published our proposed rule
for new mailing standards to implement
revenue assurance procedures for information-based indicia (IBI) postage
generated from postage meters, Click-N-Ship®, and PC Postage® products.
Deficiencies in postage caused by counterfeiting, replicating, duplicating,
falsifying, or otherwise modifying the IBI labels result in a loss of
revenue for the Postal Service™. We will use mail processing equipment and
ancillary information systems to detect and capture data for mailpieces with
unpaid or shortpaid postage.
We previously posted our advance
copy of this proposed rule on Postal Explorer® at
pe.usps.com. We encourage customers to review and
comment before December 18, 2009 by writing to the Manager of Mailing
