November DMM Update


Postal Explorer ( is your source for up-to-date mailing standards. The Domestic Mail Manual is fully searchable on Postal Explorer and features fly-out menus, cross-reference links, and an extensive subject index. Today we updated our mailing standards to capture the following changes:


OneCode Technology Design and Service Options

We revised 202.5.0, 302.4.6, and 507.8.0 to provide new OneCode Technology design options and services for mailers using Business Reply Mail and greater flexibility to place Intelligent Mail barcodes on mailpieces.


Intelligent Mail Barcode Options

We revised 202.5.0 and 507.3.2.6 to allow new Intelligent Mail barcode placement options for mailers participating in the OneCode ACS option of Address Change Service.


Marshall Islands and Micronesia

We revised 503.6.2.1, 503.11.2.6, 601.9.3.6, 601.9.3.8, and 608.2.0 to return the Republic of the Marshall Islands and the Federated States of Micronesia to domestic mail status.


Our next scheduled DMM update is December 6.


Reminder:  New Address Standards for Presorted, Carrier Route, and Automation Rate Letters and Flats


We published two Federal Register notices proposing new address standards for letters and flats mailed at presorted, carrier route, and automation rates. For letters [HTML | [PDF], we propose new address type size and spacing requirements.


For flats [HTML | [PDF], our proposal includes new barcode and address formatting standards. We also require mailers to place the delivery address near the top of Periodicals, Standard Mail, Bound Printed Matter, Media Mail, and Library Mail pieces (see illustration below) to ensure efficient processing and delivery in the new automated flats environment.


We remind mailers to review and comment before December 10, 2007. We plan to publish final rules in January and give mailers at least 12 months to update their mailing systems and make related changes to mailpiece design.
